Driver Qualification Card (DQC): Requesting and Obtaining

Please note that, starting from 1 July 2024, Regitra State Enterprise started issuing Driver Qualification Cards (DQCs). This card is intended for drivers having a professional qualification (EU Code 95), where entering this code into the driving license is impossible. Given that starting from 2026, the new requirements that make having a DQC or a driving licence bearing the corresponding indication mandatory will become effective, we recommend that you take care of requesting a DQC within the coming 6 months (until 1 January 2025).

What is a “Driver Qualification Card”?

DQC a document that certifies professional competence of C1, C1E, C, CE, D1, D1E, D, and DE-category drivers that carry cargoes or passengers for commercial purposes, where Code 95 may not be entered into a driving licence.

Who Driver Qualification Cards (CPC, DQCs, Code95) are issued to?

A Driver Qualification Card (DQC) is issued to drivers qualified to drive C1, C1E, C, CE, D1, D1E, D, and DE-category vehicles, as well as their combinations with trailers that carry cargoes or passengers for commercial purposes, where the harmonized EU Code 95 may not be entered into a driving licence.

What is the validity of a Driver Qualification Card (DQC)?

DQC’s validity may not exceed 5 years. Card’s expiry date must match that of the certificate of professional competence.

HOW TO REQUEST A DRIVER QUALIFICATION CARD

STEP I You may request a DQC by visiting one of Regitra’s offices that issues driving licences. There are two ways to make an appointment at a Regitra’s office in advance:

STEP II At the office, you will have to present:

Your identification document (residence permit);

Code CPC VKK 95; and

Your valid driving licence and international driving licence (if required). At Regitra’s office, you will also have to:

– take a photo, and

– provide your sample signature. Your Driver Qualification Card will be ready in 15 business days. The card costs EUR 17.33.

STEP III Your Driver Qualification Card may be delivered:

Directly to your company. When requesting the card, specify your company’s name and address. This service costs EUR 6.99. To a Regitra’s office. Make an appointment in advance, and you will be serviced at your designated time. The card certifies that the driver is qualified to carry cargoes or passengers for commercial purposes.

To ensure driver’s uninterrupted work and avoid any possible issues, we recommend that you don’t postpone this move and pass through the procedure by January 2025.
