Guideline for completing the declaration when crossing the Latvian border

We inform you that any foreign citizen planning to cross the territory of Latvia (including for transit purposes) must submit a declaration via the system no later than 48 hours before arrival. The declaration must be submitted online at www.eta.gov.lv. Failure to submit the declaration or late submission, if discovered during inspection, may result in administrative fines of up to EUR 2000. Below you will find a guide on how to complete the declaration.

  1. Open the browser and enter the website address eta.gov.lv.:

  1. A link has been sent to the email address you provided. Click on the button:
  1. Open the received email and click on the link in it — a form will open in the browser. Please fill in all the fields:
  1. First name and surname — as in the passport, in Latin letters, and on the following lines — in the original language:
  1. Indicate the means of transport you will use to cross the Latvian border when entering the country (in this case — by bus). Enter the bus number, the expected dates of border crossing, and be sure to specify the reason for crossing the border or your travel plan (in this case, as in the example — you are crossing the border to reach the port):
  1. Be sure to indicate how you will cross the Latvian border when traveling to another country. If the ferry or other transport details are still unknown, check the box ‘UNKNOWN’.

Also, be sure to specify the city you are departing from and your final destination: If you already have the ferry or other transport details, simply enter the booking number and click ‘CONTINUE’:

  1. After submission, you will receive a confirmation email stating that the declaration has been completed. Within 48 hours, you will receive an additional email confirming the registration of the declaration, along with a unique declaration number. Please note that if false information is provided, a financial penalty may be imposed during the verification process.
